An Essay with Pictures

Focusing on a Solid Waste Facility Placed within the CAFRA zone

A fresh water wetland, an intermittent stream corridor

 100 year flood plain

One of the most beautiful areas in New Jersey

This web page started on June 1, 2004

This web page and related links of pictures and documents will grow in number and comprehensive focus over the next few weeks.

I will be documenting via a weblog my contacts with New Jersey Department of Environmental Protection personnel, Cumberland County personnel and anyone else with whom I have contact over the next few weeks.

It is my intention to have the facility described here closed because of its location, operation and very design. All of my objections will cite New Jersey statutes and appropriate law.

The effort regarding this web is undertaken to save myself the aggravation and cost of litigation against the Township of Downe, the township elected officials and employees responsible for the activity and any appropriate State or Federal agency having jurisdiction.

Over the next few days I will upload scanned documents and photographs describing the facility as well as documenting my efforts toward having the facility closed.

For now, see some representative pictures and maps related to the facility.

Where is it?

A section of the Cedarville quadrangle CGS map originally used in my litigation against Downe Township over the intended cell phone tower.

Please click on the thumbnail to the right to see the location larger. Take note of the following: Lat-Long coordinates, location of the Central RR of New Jersey which is the CAFRA zone boundry and the proximity to the unique and, supposedly very important, Bear Swamp.

The facility is located at the 90 degree angle formed by the two red lines.

Notice, also, the bench marks within the area. The location of the facility is within a 100 year flood plain.

See a Photograph of the area!

This picture was taken and annotated for the litigation I filed against the Township of Downe and the Downe Planning and Zoning Board for the cell phone tower Committeeman Jordan planned for a location directly in the middle of my runway centerline.

The important thing to recognize is the locality of the dump facility is within the CAFRA Zone as well as within a Fresh Water Wetland.

Maybe not a big deal for many of you reading this material but it certainly is a very stupid place to locate a Solid Waste Facility.
